I want to use your fiber optic connection for an hourly fee

I need to take part in regular video calls but it is imperative that my line has a guaranteed, stable upload rate of 1000btps which I definitely don't have at home, and my area doesnt have fiber yet.

Can you or your internet cafe provide me with this upload rate?
If not, would you refer me to one that?
